Thanks to Peter who found this item that’s being auctioned: Chou Fu (Zhou Fu) had his own Western-style brass band in Qingdao (Tsingtau) when he was 巡抚 Governor of Shantung (Shandong) from 1902 to 1904 before he took up the Viceroy-ship at 两江 liang jiang that referred to 指江南省(今江苏 Jiangsu 和安徽 Anhui) 和江西省 Jiangxi in Sept 1904.
